When Harold Washington took office in 1983 he formed five sub-cabinets that were responsible for the coordination, development and implementation of the mayor’s policies, which cut across departmental boundaries. A Mayoral Liaison was appointed to head each sub-cabinet and they in turn reported to the Chief of Staff. The sub-cabinets were Community Services, Development, Finance, Infrastructure, and Public Safety/Regulatory. The Harold Washington Archives & Collections have been processed in such a way as to retain this organization.
Scope and Content Note:
The papers are divided into three series:
Subject Files consist of papers created by the staff of the Office of Intergovernmental Affairs: Elaine Johnson, Intergovernmental Liaison; Katherine Laing, Legislative Liaison; Timothy Wright, Acting Director of the Office of Intergovernmental Affairs; and Michael Halbert, Assistant to the Director, Office of Intergovernmental Affairs. There is significant material regarding transportation issues, legislative agendas, the Port Authority, and Chicago’s anti-apartheid and divestment from South Africa efforts.
Chief Policy Advisor Series consists of the papers of the Chief Policy Advisor to Mayor Harold Washington, Harold (Hal) Baron, and his Executive Assistant Joe Washington. There are several files in this series about Mayor Washington’s Fair Return campaign to prevent cuts in Federal Revenue Sharing funds.
Legislation Series contains copies of legislation reviewed by the IGA along with various memos and related materials.Related Material: None
