When Harold Washington took office in 1983 he formed five sub-cabinets that were responsible for the coordination, development and implementation of the mayor’s policies which cut across departmental boundaries. A Mayoral Liaison was appointed to head each sub-cabinet and they in turn reported to the Chief of Staff. The sub-cabinets were Community Services, Development, Finance, Infrastructure, and Public Safety/Regulatory.
Scope and Content Note:
The files have been arranged into two series: 1. The Staff Files Series, 1982 - 1988 consist of files from William Ware (Chief of Staff, April 1983 – May 1985); Ernest Barefield (Deputy Chief of Staff August, 1984 - June 1985; Chief of Staff, July 1985 - Nov. 1987); Brenda Gaines (Deputy Chief of Staff, July 1985 - 1987); and Susan Annable (Assistant to the Chief of Staff, 1983 - 1987). The records document the role of the Office in the management of the city’s workforce, the execution of policies set by Mayor Washington’s Administration, and the administrative direction of the mayoral liaisons. 2. The Management Plan Series, 1983 - 1988 documents the role of the Chief of Staff Office in facilitating Washington’s administrative management policies. The Management Plan was a comprehensive organizational program of management by objectives for Chicago government. Its scope encompassed all departments, agencies, and bureaus.
